Hi there, thanks for your question regarding Hobbytex. The pictures don't come with the paints as each tube of paint goes a very long way and can be used for many, many pictures and cloths etc. Many of our customers have lots of paints and when they purchase a new picture, they may only need to buy 1 or 2 colours as they still have plenty of paint in their old tubes. In fact, the paint itself lasts a very long time and customers have had paints for over 20 or 30 years and they can still use them! We just list the colours required so you can see which colours you need for that particular picture. Hope this helps, kind regards Jenny
